Questions to guide working group discussions
- What do surveys tell us about the main constraints to investment in rural areas (infrastructure, taxation, regulatory constraints)? Can we prioritise these issues to identify the binding constraints to growth?
- Has the interest in the investment climate been overly focussed on urban economies and the formal sector? How can investment climate surveys take on a more rural focus?
- How can the findings of investment climate surveys be translated into practical action?
- What has been learned from the successes and failures of investment climate reforms affecting rural areas?
- What are the political obstacles to rural investment climate reforms, and how can these be addressed?
- What are the implications for development strategies, and what do donors need to do differently?
These questions illustrate the range of issues that could be addressed by the working groups. While they should not be considered to be the only issues that may be discussed, and participants are at liberty to raise others that fall within the scope of the working groups, presenters are asked to consider giving priority to some of these questions.
