Questions to guide working group discussions
- Why have governments in Africa often pursued policies that are not conducive to rural growth and poverty reduction?
- Why have African governments typically opted to tax the agricultural sector and neglect investment? Has the level and pattern of taxation changed over the past two decades and why?
- Where is political bias evident in public spending patterns and policies towards rural development?
- What are the incentives on the political elite to support rural development?
- How can collective action and political voice be strengthened amongst rural communities?
- What are the implications for development strategies, and what do donors need to do differently?
These questions illustrate the range of issues that could be addressed by the working groups. While they should not be considered to be the only issues that may be discussed, and participants are at liberty to raise others that fall within the scope of the working groups, presenters are asked to consider giving priority to some of these questions.
