Questions to guide working group discussions
- How to ensure that linkages are made between sectors in order to support broad based rural livelihoods?
- The appropriate balance between decentralised and centralised planning and management
- How to link government to non-state actors in the private sector and civil society?
- How to ensure coordination between rural development programmes at the sub-national, national and regional level?
- Experience in developing national rural development strategies? How to ensure linkages between PRSPs and rural development priorities? How to align rural development planning with national budgetary processes?
- What are the implications for development strategies, and what do donors need to do differently?
These questions illustrate the range of issues that could be addressed by the working groups. While they should not be considered to be the only issues that may be discussed, and participants are at liberty to raise others that fall within the scope of the working groups, presenters are asked to consider giving priority to some of these questions.
