Questions to guide working group discussions
- What models from Asian, European, Latin American land administration systems can be applied in Africa, and in what circumstances?
- What good practice lessons are there from African land administration?
- Is land titling "light" (e.g. in Ethiopia with certificates as long-term lease holds, decentralised and with less precision as full-fledged titles) an option for Africa and where might it apply?
- What types of actions should donors support in order to promote nation-wide coverage of tested and proven land administration systems?
- How can we promote good governance in land administration?
- How can regional organisations support experience sharing and joint learning?
- What are the implications for development strategies, and what do donors need to do differently?
These questions illustrate the range of issues that could be addressed by the working groups. While they should not be considered to be the only issues that may be discussed, and participants are at liberty to raise others that fall within the scope of the working groups, presenters are asked to consider giving priority to some of these questions.
