Questions to guide working group discussions
- In what conditions has civil society advocacy strengthened the political voice of rural communities? What has been learned from successes and failures in civil society advocacy?
- What are the principal challenges in improving the effectiveness of civil society advocacy?
- What types of advocacy organisations are genuinely representative of rural interests, and how can they strengthen the voice of socially excluded groups?
- What kind of governance problems arise within civil society organisations and how can these be addressed?
- What have been the positive and negative impacts of increased donor engagement with civil society actors?
- What are the implications for development strategies, and what do donors need to do differently?
These questions illustrate the range of issues that could be addressed by the working groups. While they should not be considered to be the only issues that may be discussed, and participants are at liberty to raise others that fall within the scope of the working groups, presenters are asked to consider giving priority to some of these questions.
