Questions to guide working group discussions
- Is alignment yielding its desired results in A&RD? Is there a substantial difference between the results in A&RD and the results in other sectors?
- Has alignment decreased investment in agriculture? if not, what are the reasons behind and how can these be overcome?
- Has alignment with countries’ strategies resulted in a change of focus in the donors’ agricultural policy?
- Which new capacities are required by Ministries of Agriculture in the new alignment environment and how can donors effectively contribute to enhance these?
- Which specific forms of dialogue and coordination are successful in involving the private sector and decentralized levels of administration in alignment efforts?
- Which new capacities are needed within Ministries of Agriculture in the new alignment environment and how can donors deliver them in an effective way?
- To which extent can it be said that the instruments for assessing aid effectiveness and performance are country owned?
- How can ownership of these be increased?
- Has effectiveness of coordination improved over the time, so as to raise the expectation of significantly reducing the time invested in alignment in the future?
These questions illustrate the range of issues that could be addressed by the working groups. While they should not be considered to be the only issues that may be discussed, and participants are at liberty to raise others that fall within the scope of the working groups, presenters are asked to consider giving priority to some of these questions.
Please note that all working groups are asked to consider: What are the implications for development strategies, and what do donors need to do differently?
