Questions to guide working group discussions
- Do you assess Division of Labour to increase aid effectiveness in general?
- Where do you see the challenges to Division of labour?
- How do you assess the recently established Code of Conduct for Division of labour within the EU? Do you think a CoC as guiding principle is needed for each sector to increase aid effectiveness?
- How do you see fits the DoL process into the general Aid effectiveness Agenda (Joint Assessment strategies, SWAps/PBAs; Managing for results etc.)
- Does Division of Labour strengthen ownership at country level?
- Where do you see challenges or opportunities to DoL in ARD?
- Does Division of Labour add value to the process of agriculture development under the CAADP Agenda at country level?
- How can and do HQ support their field staff to adequately address the issues stated under DoL principles (incentive structures; trainings; capacity development?)
- Will DoL help donors to be a better partner for Africa?
- Where do you see risks or pitfalls to DoL in ARD?
These questions illustrate the range of issues that could be addressed by the working groups. While they should not be considered to be the only issues that may be discussed, and participants are at liberty to raise others that fall within the scope of the working groups, presenters are asked to consider giving priority to some of these questions.
Please note that all working groups are asked to consider: What are the implications for development strategies, and what do donors need to do differently?
